Anger over fluoride plans
Fluoride is set to be added to drinking water throughout England and Wales despite controversy over the long-term health effects, it emerged yesterday.
The law is expected to be changed so that local authorities can compel water companies to add fluoride to water.
Environmentalists and consumer groups, who believe fluoridation has links to cancer, Down's syndrome and infant mortality, and can also damage bones, will be angered by the Department of Health policy.
Up to half of people drinking fluoridated water also exhibit a condition known as dental fluorosis - a mottling of the teeth.
Mass fluoridation has been blocked in several European countries and 50 U.S. cities, but studies have shown that the substance reduces tooth decay among children.
The NHS Centre for Reviews and Dissemination found that children in fluoridated areas suffered 15 per cent less decay, because the enamel on their teeth was hardened, while there was no evidence of a bad effect on health.
Currently, about one in ten people in Britain drinks fluoridated water, with some companies adding it, while others refuse to.
Amendments to the Water Bill, expected to be introduced later this month, will shift responsibility for treating water from water companies to regional strategic health authorities. Campaigners say such bodies are more likely to agree to fluoridation.
A letter from Health Minister Hazel Blears and Environment Minister Elliot Morley said: 'Those who remain adamantly opposed would be able to use water filters that remove fluoride or buy bottled drinking water.'
The letter, sent to John Prescott in his role as chairman of the Domestic Affairs Cabinet Committee, added: 'Experience of oral health promotion projects shows that it is much harder to establish regular tooth-brushing in deprived areas because of the costs of toothpaste and, perhaps, because of the less ordered lifestyles of families.'
It added that opponents were in the minority and 'should not be allowed to deprive health communities from opting for fluoridation by insisting on an indefinite research programme'.
The ministers also pointed out the British Dental Association supported fluoridation.
Research revealed children's teeth were three times healthier in and around Birmingham, where tap water has been fluoridated for nearly 40 years, than in Manchester, where it is not.
About five million people in England already have fluoride added to their tap water - in Birmingham, the West Midlands, and Tyneside - while another 500,000 on the eastern coastline get naturally fluoridated-water. But Jane Jones, campaign director of the National Pure Water Association, said: 'There will undoubtedly be a huge row about the renewed proposal to add fluoride to drinking water on a wide scale in the UK.
'This is nanny statism. It is outrageous. To medicate the whole population against their will is not the way to deal with tooth decay.'
A Department of Health spokesman said: 'The Government will be encouraging health authorities with particular dental health problems to consider fluoridating.
'No area would be expected to fluoridate without having undertaken a proper consultation, which established that the measure was strongly supported.'
The fluoridation of water involves the addition of chemicals based on the element fluorine. The substances also occur naturally in vegetables such as endive and curly kale.
Chlorinated drinking water contributes to bladder cancer, anal cancer
Extensive research and case studies over the past two decades show that drinking chlorinated water is linked to bladder cancer, rectal cancer, colon cancer and breast cancer.
Cities like Minneapolis and Saint Paul that rely on surface water and groundwater, such as the Mississippi River and lakes, heavily chlorinate at the water treatment plants. Over the years, the Minneapolis Drinking Water Quality Report consistently shows levels of chlorine at 2.1-3.1 ppm.
Suburbs generally tend to have lower levels of chlorine since they rely more on well water coming from aquifers. Most suburban cities have chlorine levels below 1 ppm. However, the cities who purchase water from Minneapolis will also have the elevated levels of chlorine: Columbia Heights, Crystal, Golden Valley, Hilltop, New Hope, the Morningside neighborhood in Edina, and some neighborhoods in Bloomington, as well as the Minneapolis/St. Paul Airport.
Why is there chlorine in the tap water?
Chlorine is an inexpensive method to destroy a wide variety of water-borne pathogens such as bacteria, most viruses, and some protozoa. Chlorine helps prevent diseases like typhoid fever, cholera, dysentery, and hepatitis.
This water treatment method does not kill everything, however, as some parasites like cryptosporidium and giardia are resistant to chlorine. Cryptosporidium is a parasite found in fecal matter.

Chlorine does not actually cause cancer, it is the DBP’s that are dangerous
The health risks of chlorine come from disinfection by-products (DBP’s) that primarily fall into two umbrella category of carcinogens: TTHM’s, which stands for total (there are 4 of them total) trihalomethanes; and HAA5’s, which stands for the 5 haloacetic acids.
These DBP's are carcinogenic toxins that are formed when chlorine reacts with organic matter such as decaying leaves and grass or pharmaceuticals.
According to a 1998-2001 case-control study, “bladder cancer risk was associated with long-term exposure to THMs in chlorinated water at levels regularly occurring in industrialized countries.” (Bladder Cancer and Exposure to Water Disinfection By-Products through Ingestion, Bathing, Showering, and Swimming in Pools by Cristina M. Villanueva et al. American Journal of Epidemiology, 2007)
Lead researcher Dr Cristina Villenueva said: "Inhaling or absorbing THMs may lead to a higher concentration in target organs, such as the kidney, bladder or colon."
What to do if you are concerned about the chlorine levels in the drinking water
1. Buy a filter. Even the most basic carbon filters on the market remove chlorine.
2. Fill jugs of water from the reverse osmosis machine at the grocery store for 39 cents/gallon.
3. Invest in a reverse osmosis filter (R/O) for the kitchen sink so you can drink it and cook with it, as well. An R/O will remove other harmful toxins in drinking water, such as fluoride, arsenic, and nitrates.
