France confirms it will continue ban on GMO corn, despite council ruling

It has been confirmed that France will extend its moratorium on the cultivation of genetically modified (GM) corn Monsanto MON810 within its borders, despite a recent ruling by the French Council of State that the ban on violates longstanding European Union (EU) law. As reported in a recent article by AFP GMWatch.org translated into English, French head of state, Francois Hollande, made an official public announcement that the suspension will in fact be extended in order to ensure the integrity of the agricultural system of the nation.

France enacted a temporary ban on MON810 more than six years ago, citing a number of environmental threats posed by unproven "Franken". The decision came after the European Commission (EC), of which France is a member, did not suspend the approval of the harvest after studies had shown that transgenic maize pose "significant risks" to the environment. At the request of the European Food Safety Authority (EFSA), the EC ultimately decided to ignore the evidence and approve the transgenic crop anyway, forcing France to reject unilaterally.

"Due to the proximity of the planting season, the Ministry of Agriculture has decided ... to take a precautionary measure means to temporarily ban the cultivation of MON810 in the country with the to protect the environment, "said a statement issued by the French government last year.

fast forward about a year and a half and the EC has not provided a shred of solid evidence that MON810 not contaminate other crops or otherwise harm the environment. As such, France has decided to extend the ban, presumably indefinitely, rather than jump on the bandwagon of GMOs. Setting a bold example for the rest of the world to follow, France has decided to exercise the precautionary principle and protect their agricultural heritage rather than succumbing to pressure from the biotechnology industry.

"Why do we impose the moratorium on GMOs? not because we want progress, but in the name of progress," said the head of state, Francois Hollande recently about the decision to extend the ban. "We can not accept a product of corn (maize) that may have adverse effects on other products [agricultural]."

Nine member states of the EU have rejected 'Franken' MON810

according to EuropaBio.org, MON810 is one of only two GM crops currently authorized for planting anywhere in the EU. In addition MON810, a variety of GM potato known as Amflora was approved in 2010. However, France and several other member states of the EU such as Austria, Hungary and Switzerland have all total prohibitions applied in transgenic crops, thanks to a precedent set by the EC which recognizes the freedom of the individual member states to reject GMOs.

However, the State Council now says the ban on GM crops can only be autonomous enacted by members EU states in cases of "emergency" or if a situation is "a big risk", two scenarios that the advisory body obviously does not accept as valid in this case, given its attempt to ignore. Still, President Hollande, Agriculture Minister Stéphane Foll, and others have repeatedly stressed that France will continue to oppose GM crops to protect French agriculture.

"We can not accept that a product - corn - [sic] has bad consequences on other products, "said Hollande. "[We will] ensure this decision legally, nationally and especially in Europe."
